â€œIf any of our civil servants commits a wrong against any one of the People in any respect, or breaks any one of the articles of security and peace, the victim of the transgression may ask any member of this grand jury to cause that error to be amended without delay. When the wrong has been shown to four administrators of this grand jury and those four administrators are not able to settle the dispute, those four administrators shall come to the grand jury and show the twenty-five members of the grand jury the error, which if sustained by the twenty-five, under the common law of the land, shall be submitted to the court to be enforced.â€ â€” From The Constitution of this Common Law Grand Jury
