Air inflation and low humidity makes confetti stick better to the balloons, when filled with helium confetti stays at the bottom of the balloon in most of cases, but you can try rub outside the balloon with your hand, or rub on the carpet to create the static.

*Depending on the environment and what you use to inflate, result might be different how the confetti sticks.

Air inflation:
Please avoid blow up your confetti balloon using your breath. It will steam up the inner and the confetti will become damp.
Helium inflation:
You can go to local party shop for helium inflation.
Confetti will stay at the bottom in most cases (depending on moist in the air, and quality of helium), but confetti will bounce around when it moves. Please avoid using HI-FLOAT Helium, it makes it float longer, but it will make confetti damp.
