The sand provides a layer of material that will drain freely under the stones while allowing to move about and settle. Place stone approx 1/4" above grade. Important when placing stone the stone is above grade and water is able to run off. Using your hands (do not use mallet or hammer) firmly press stone in sand. Fill in edges and you're set.
