Here is how it works
Remove all the balloons from the pump body and fill the tank with water
Take a balloon and place it over the nozzle
Pull the pump up and down until the balloon is filled with water
Without removing the balloon from nozzle, stretch it under the tying stick, then loop back over
Remove balloon mouth from nozzle and slide it through the slot on the tying stick
Quickly pull the balloon off the stick and you're all set!
